Mig welding is probabaly your best bet i'd use a smaller wire like .30 or .035, and practice on some thinner 16 - 20 gauge steel to get the right settings. Unless you areed already a welder and know what to use.

The best way to do it "depending on whether or not the tank is off the car and easily maneuverable" is to 1. completely flush the tank with water, even if you think you've already done it, do it again! 2. if possible, purge the tank with Co2 or argon by feeding a hose into the tank through the fill hole and allowing the tank to be charged with the co2 gas, for the first 5 mins. you want to allow some of the Co2 to escape through the feeder line, this will create a purging affect. after the first 5 mins. turn the regulator down on the co2 tank enough to allow a steady charge of co2 in the tank. 3. Now you can weld on the hole or whatever with a mig, tig, or oxy acetylene torch.
