This is how i would clean it.
1. Clean off any dirt, grime, oil, grease etc. with a rag.
2. Then take some ether, alcohol, or some other kind of solvent and spray or wipe down the area that needs to be welded so its completely free of any contaminants.
3. Then scour the surface to be welded with a stainless steel wire brush, hint: (because a mild steel brush can contaminate the surface of aluminum)
That should about do it for most situations
sorry if its too drawn out, this is a method for really dirty aluminum. The cleaner aluminum is the better it welds
