The most effective method I have found for this type of contamination is an oxy/accet torch.Clean the area with wire brush or rag first then blacken the area with straight accetylene then adjust torch to nutral flame and burn off all carbon. This method has worked well on aluminum fuel tank repair.You will also need to make sure there is no remaining oil behind the weld other wise this will draw back into the weld and defeat the entire prosses.
