A 7018 filler will give you 70,000psi of strength. You didn't say what flux core wire you'd be using, so I can't say if it will be stronger or not.
As for penetration... they both will get plenty of penetration with the proper fitup, so I wouldn't choose based on that alone.
Flux core will typically have a higher deposition rate, and be easier to use.
