Argon is a shielding gas used for welding-it is chemically inert.
Oxygen is a highly reactive gas that supports combustion-it is what burns the steel at high speeds due to the pressure of the oxygen gas stream.
In other words, no oxygen, no cutting.
please do some research, read a training manual about using an oxy-acetylene cutting torch before you start-they can be very dangerous.
