Breathitt test Scores down Once Again

In short, the high school failed to meet their goals, again. Jackson City is close to the top of the state, again. Can someone please explain to me how Breathitt's high school scores are always low when the middle school and grade schools are always high. Why do the same kids all of a sudden not score well when they get to high school when they did great before? What is going on at the high school?
