Hey Baddie, it is perfectly legal as they are not obliged to give anything for free, it is however a bit 'ba humbug' but I have found often when a venue has plenty of programmes left in the last week they start dishing them out. There are all sorts of ridiculous rules when it comes to councils and I have come across his before where rulings like this come up because of the councils policies on staff members receiving gifts which has all sorts of ramifications.
