The engineer says its on the community itself to raise the funds for replacement/repair of the service and when this has potentially come up in the past, I've been told its not in the city budget.
What needs to happen next is measurement of the length of coax needed from the dish LNB to the office where the tv transmitter sites.
Find a place that sells cable then gather up funds between us all who want to service and order it, then get someone to climb a ladder, install it and go from there to see if this will solve the problem.
We could have a bad LNB. We also need to work on putting some kind of support pole between the dish and the first pole the coax goes too, it sags way too much and puts too much stress on the LNB.
I will do what I can as time allows in my personal and work schedule. Once I have concrete numbers and mroe info, ill let everyone know
