But they always follow me to the park and then home and do not run around except a little in my neighborhood. I have a perimeter shock collar I try to keep on them when they are in the yard.

The dogs need to know who is boss. I will not let a dog chase me. I will chase them back to their own yard. I have gotten off my snowmachine before and chased a dog back into his yard and anyone is welcome to do that to my dogs. A walking stick across the butt of one of these dogs might help solve the problem too.
