I share your admiration for the music of Robert Simpson. He was indeed a superb British symphonist. The Symphony No.9, in particular, is a towering masterpiece. Simpson's current neglect is however shared by a number of other British composers. There is at least a full set of the symphonies available from Hyperion (as you say) in modern recordings conducted by Vernon Handley. Many of Simpson's symphonic contemporaries or immediate predecessors do not have even this.
Alternative performances of several of the Simpson symphonies can be found on You Tube or are available to members of online forums (such as The Art Music Forum).
Your anecdote about Riccardo Chailly and his never having heard of Simpson is far from surprising. Many of the lesser-known composers or neglected composers who are the subject of so much online discussion are not even 'names' to many professional musicians.
