How to prepare the Internet in advance so as not to look for a SIM card upon arrival?

I arrive in a new country, and it is not always possible to buy a SIM card at the airport. Without the Internet, it is difficult to call a taxi, find accommodation and simply understand a new place. I would like to have the Internet immediately upon arrival. Is there a way to solve this issue in advance?
