Very rarely been to one that wasn't busy but apparently they consider that the space occupied would be better served by turning it over to a sales area, also (and this is the nub of it I would like to bet) a cafe requires extra staff and special training/equipment etc. equivalent floor area would probably require no extra staff.
Department stores, like supermarkets are generally not somewhere you are in and out of in a few minutes so we look forward to a cake and cuppa at M&S while shopping there.
