Federal lever filler

Does anyone have some info about the chubby orange Federal lever filler? This feller is 5 inches capped with the threaded, single band cap ring. He comes in at a stout half inch diameter body. The large nib was gold plated, though much of that has worn off. Stampings on the nib read: VISAVAC/ VELVETOUCH/ 14KT./ GOLD PLATED/USA. The cap ring may be brass, and it is still firmly in place. The clip shows no sign of being plated and it also is still solidly in its place. It appears to be orange plastic body n cap with black plastic feed and section. I have to admit least surprised by the smooth nib. Mine is restored and writes nicely, but i am curious about this unknown bit of American history. Thanks in advance, my friends
