I'm not aware of the Waterman "Tip Fill" pens but will look for information. In return, note that not only were the Snorkel (and later PFM) pens successful implementations, but for a few years, Sheaffer also had their "Tip Dip" Touchdown-filling pens. I don't happen to have ever collected one, but I'll link to a good article on Jim Mamoulides' "PenHero" site.
