I think that by combining the aquamarines and diamonds with pearls this tiara could easily be worn with a pearl necklace. Something many noble and royal women had to their disposal. By adding the pearls there was no need for a full parure they could combine the tiara with pearl jewels and the occasional aquamarine and/or diamond piece.

I think aquamarines, which are considered "finer" than topazes.
It's a very pretty tiara, though I find the extra pearls unnecessary.
