When princess Astrid married archduke Lorenz she was not in line of succession. She was a princess of Belgium marrying the heir of a former reigning dynasty. The fact that her husband's line had several tiara's to their disposal did away with any requirement to make or buy one for Astrid. Her mother had entered the Belgian dynasty as the wife of the first in line of succession and was not given a tiara either.
When she did become number 3 in line of succession she already had been wearing the Aosta tiara. The rest of Lorenz Family has little use of tiara's except for weddings.
Astrid was treated like her aunts Marie Christine and Maria Esmeralda neither one of them got any grand jewels and the pieces they inherited with their brother were sold. Princess Alexander was never seen with a tiara either.
Josephine-Charlotte was the last born princess of Belgium to receive jewels before Elisabeth that was in the early 1950's 70 years before the most recent purchase.
I believe the Archduke is the Head of The Hapsburg-Este house, if I’m not mistaken. As such the emerald necklace and the diamond tiara are at his disposal and worn by his consort.
Don’t forget that Astrid was loaned Paola’s Art-Deco tiara, and it was not seen on Paola again after retirement. Perhaps Astrid will continue to wear it? Although I’d like it to return to the main line for Mathilde and her daughters.
