I agree. The Honours' system in Portugal is rather confusing. It seems like every time their President go on a State Visit they feel like they have to give the host a new Order, no matter what they have received in the past. And there doesn't seem to be a fixed rank among all the Orders either like in so many other countries. So when the host receives an Order that is supposedly of a lower rank he or she still feels they need to wear it even though they already had one of a higher rank.

What I also found interesting at last night's banquet is that the Portuguese president has also been given a second Order. During the King and Queen's State Visit to Portugal he received the Order of the Netherlands Lion, but yesterday he seems to have received the Order of the Crown which he wore to the banquet.
