Because it says on the royal homepage that it is a gift.
Anyway! Are we to expect that she was given any “new” jewellery at all? The earrings are a loan, I guess

What makes us think the tiara was gifted to her? It might have been a loan, just like QM once loaned the turquoise tiara to her niece Theodora.
