If men wear black tie women can wear dresses of various lengths or even pants. A tiara is optional for such events but only the small version of an order (the little bow) is worn as Charlene and Caroline did for the mass and celebrations at the palace. That felt odd to me. But then im not a fan of the Dutch habit of Royal ladies wearing long gowns with orders and a hat while the men wear morning dress and only the small bow of their order and have totally forgotten about the top hat that used to go with that kind of suit (think of Royal Ascot).

It certainly wasn't known as a tiara event, Monaco rarely has, and one may debate whether this is in fact a tiara but the fact that she wore it in public is a good sign. Perhaps they should turn the national day gala evening into a tiara event...where else are they going to wear the jewels....

It was not a tiara event as before. Princess Caroline wore no tiara. As wrote Stefan in the Royal Forums Princess Charlene wore a bejewelled hair ornement.

Have to admit she looks good. 20's vibe. Still, not a big fan of the modern Monegasque tiaras. Charlene's past choices of hairstyles also did not help but now that she has longer hair and seems a bit more confident perhaps she will give wearing tiaras another try.
