I agree, it looks a bit off on her. I almost get the idea from her dress and other jewels she had not intended to wear this tiara but for some reason this was the only piece available so she put it on.
Had the hairdresser known she was wearing this tiara the hair should have covered more of the base.

I think it is an odd choice..
I would have thought it would be only Eugenie who would wear it.
If there is a signal I cannot guess at what that might be.
