There may have been a much more mondaine reason not to wear sashes: they limit dress options as they very often require dresses to be a one complementary colour. Fabiola liked patterned gowns and they often would not have gone very well with different orders. So not wearing any order was a very practical solution.

Fabiola felt only decorations from The Holy See were worthy, due to her immense adherence to Catholicism.

She wore the Brooch when she was young but the Tunesian bracelet when she was older.
When she was alive she gave some of her jewels , the waterfall brooch , tunesians jewels, pearl earrings to Queen Mathilde , some small jewels to Marie Astrid and Margaretha of Luxembourg.
When she passed away , her belgian presents such as the Wolfers tiara necklace and the ruby bracelet to Queen Mathilde.
All the rest is for her spanish nephews. One sister Maria de Nieves had 10 children and her Brother Gonzalo 14!
I never understood why she never wore Sashes she received during State Visits, which caused some diplomatic problems . That is Fabiola !

She seems to be wearing it mainly with the Tunisian earrings. The darkness of the central stone might indicate it is an emerald and there are smaller pearls.
