
Sarah had a shortish career as Duchess before the divorce. It is quite possible that the late Queen could see that she was not likely to function up to the required standard.
For Margaret and the RV Chain I always thought it was a bit of a compensation prize! And Margaret received, and wore both the male and female versions of the insignia (not together of course).

I would disagree about Sarah. When she was married, she had a full slate of regular royal engagements. Marie Christine has always been involved in charitable work, but it was not included in the Court Circular.
QEII seems to have become more liberal with honors to her family as she got older. She did give Margaret the Royal Victorian Chain, which is rarely given.
