I'll try and list all the tiaras or pieces that can be worn as hair ornaments:
1 House Diamond Tiara (Stuart tiara) can be worn in 4 options
2 Queen Emma's diamond star tiara (various options)
3 Bandeau a la Grecque
4 Rose cut bandeau
5 Ears of wheat
6 Queen Wilhelmina's diamond necklace tiara (various options)
7 Queen Emma's brown diamond tiara
8 Queen Wilhelmina's diamond hair comb
9 Queen Emma's diamond aigrette
10 Ornate Pearl tiara (4 versions)
11 Pavlovnik Pearl tiara (with or without the pearls)
12 Pearl button tiara (2 options with pearl buttons or diamond stars)
13 Mellerio Ruby parure
14 Ruby Peacock parure
15 Queen Emma's sapphire tiara
16 small sapphire tiara
17 Emerald parure
18 Aquamarine set of Queen Juliana
19 Maxima's silver tiara
20 Indonesian diamond set (the original coronet or tiara had it's band broken up but the elements could be put on another frame
21 Second set of 5 diamond stars (either worn as hair ornaments or could be mounted on a frame)
So at present there are no 18 ladies within the family with access to the jewel collection (im not sure if Christina's children have access to it) meaning they could all wear a tiara or hair ornament for an event. Are we ever going to have a grand event at the Royal Palace in Amsterdam with all the ladies in a tiara? Probably not.
Amalia's wedding would see a large gathering and she might want to do the civil wedding late in the morning in a day dress and opt for a Scandinavian style late afternoon religious ceremony in grand style but I doubt all her father's cousins would be invited and her own grandmother is currently 88 and her great-aunt Princess Irene is 87 and the Princess of Orange is only 22. Im not expecting her to marry in the next 5 years and than the older ladies of the family would have to reach very advanced ages.

If there were a major family event where EVERYONE was invited, are there enough tiaras in the foundation to share so each lady is wearing one?
So that would include The Queen and Princess Beatrix, Irene, and Margriet. The King’s three daughters, Princess Laurentien, Princess Mabel, the daughters if any of Princess Irene, Margriet, and Cristina, and/or their sons wives?
I suspect someone would have to resort to wearing a string of pearls as a hair ornament or some such solution. Or go bareheaded.

I don t think we know for certain if Juliana bought it back. Possibly. Who knows. Whatever happened: it seems to have returned to the mainline. IMHO it's actually one of the best parures they now own. Irene could have kept it for her son so his future wife as Princess of Bourbon-Parme would have her own jewels but Carlos as Head of the House of Bourbon Parme is now borrowing other items from the Dutch Royal foundation and so is Jaime. The children of Irene have never touched the Peacock pieces. Perhaps a sensitive matter... Beatrix only wore the Peacock tiara after Maxima had pulled it from the vault. Maxima must have had permission from Beatrix first so why the change of heart... interesting stuff.

Rumour has it that after Irene and her husband Carlos Hugo de Bourbon-Parma and the Carlist Party had unsuccessfully participated in the municipal elections in Spain in the 1970’s they were faced with financial difficulties, and Irene had to sell her grandmother’s inheritance. So, it was assumed that the ruby peacock parure was dismantled and sold. Apparently, Queen Juliana had bought the parure then and kept it in the vault at Soestdijk Palace. It reappeared after her deatn.

Speculation on my part but I think all larger pieces were brought into the foundation ensuring access to it.
The diamond and sapphire earrings Maxima wore for the investiture were as far as I know the set Queen Juliana had made from her mother's wedding gift parure for Princess Margriet.
Beatrix received the Bandeau a la Grecque from her parents for her 18th birthday and that also seems to be part of the foundation and has not been worn by it's former owner in decades.
The earrings Irene wore with the ruby peacock parure were never originally part of it. Wilhelmina and Emma did not wear earrings so had sets without them. Juliana had several made for existing sets. Wilhelmina did own a pair of diamond earrings part of the necklace/tiara she got from her father for her 9th birthday.

The excellent Royal Wather confirmed . The very day of Crown Princess Beatrix 18th Birthday the Queen came with a small box containing the Ruby Peacock Parure and gave it to Princess Irene. Princess Beatrix showed nothing and smiled.
Why is this personal present back to the Vault except the earrings?
Princess Irene wore it better with the smaller necklace.

Yes, the two pieces look better separated!
