If I may be so bold, I do not guess that HM Queen Mathilde was believed to become the Queen of the Belgians upon her birth.
As I understand she was born a jonkvrouw.
In terms of jewels I understand her parents have a demi-parure with necklace and tiara (correct me if I am wrong) to be divided among her siblings when the time comes.

I think what Jurg tried to say with that is that it's most unlikely that Princess Louise of Belgium's marriage will put her in a situation where she'll be in need of grand jewels regularly.
She is most likely to marry a well to do commoner and live her life as a private individual. The only time she'll need a tiara is for her wedding and her mother has one that can be loaned to her for the occasion.
