The count of Flanders was regent and could have gone as he was not the actual Head of State.
His mother Queen Elisabeth was however by far the best qualified to represent Belgium because she was not only the mother of the regent but also of the reigning king and the widow of the previous heroic king Albert I.
Leopold III and Charles the regent were at odds at that time.

Yes there were two different events. Queen Juliana was wearing the House diamonds for one event and the Mellerio Ruby set for the other. Previous Message
Could it be that she is wearing her second diamond bandeau (now in Italy) and her Cartier tiara?
