Those look like diamonds! And the lace pattern is quite different than on the stomacher in the coronation portraits. The six visible central stones look very large and irregularly faceted. The beautiful earrings and the hair ornaments show regular faceting. This is a much older Queen Charlotte who has accumulated or adapted some very serious jewels.
