I have no idea why the Garrard's ledger refers to spires and bush ornaments. The word, in my opinion, is bush. (compare other "b"s in the text)
In my opinion - and I acknowledge it is only my opinion - the "large" diamonds were meant to fill the gap which would be left when the upright elements were removed.
