Nellie is correct. Numbers 1, 6 and 9 on the list are jewels which Queen Victoria designated as heirlooms of the Crown, so they are not personally owned by QEII, but she, as the Monarch, does own them. The limitation the designation places on those jewels is, as I understand matters, that she could not leave them to an individual - they go to the next Monarch. This situation is in contrast to the Crown Jewels (the Imperial Crown, St Edward's Crown, the Sceptre and Orb) which are considered to be owned by the nation, and to HM's personal jewels which she can leave or give to any individual if she so chooses. As regards the Vladimir tiara. As far as I know, this is personal property of QEII.
