I'd forgotten I had this picture in my picture file after printing it out of a local newspaper about a year or so ago. This picture more likely was from the same occasion as the 1st picture in your post, Beth. Maybe it's helpful to see the Queen Mother with her jewelry clearly (crown and all).

    Here it is:

: Queens Consort seem to have worn various head
: ornaments for the Opening of Parliament.
    :
: Prior to WWII, QEQM wore her own crown
    : (without the arches)
    :
    : Here on 26 October 1937
    :
    :
: During WWII the King drove to Parliament in
: a car and the Queen wore day dress and a
    : hat.

    :
    :
: In 1946 a carriage was used, but not the
: golden state coach used before the war, and
: the Queen wore a hat, not a bejewelled head
    : ornament.
    :
    :
    :
: I think that 1948 was the first year
: following the war that full ceremonial was
: employed, but perhaps the Queen was still
: being low key because of the economic
    : problems facing the UK.
    :
: As far as I can ascertain a Queen Consort
: can wear what ever she likes to the Opening
    : of Parliament.
    :
: I have never seen images of Queen Alexandra
: wearing her own crown; rather she wore Queen
    : Victoria's small diamond crown.
    :
    :
    :
: Queen Mary did not always wear a crown.
: Initially, prior to her crowning she wore
: Queen Victoria's Regal circlet, then her own
    : crown without the arches.
    :
: February 1911 wearing the Regal circlet.
    :
    :
: Occasionally Queen Mary would wear one of
    : her grand tiaras.
    :
: In March 1913 she wore the Delhi Durbar with
    : the emeralds.
    :
    :
    : December 1924
    :
    :
: Probably the Delhi Durbar in 1933
    :
    :
: In 1934 Queen Mary appears to have worn her
: own crown. Due to the heavy fog a car was
: used instead of the golden state coach.

: Perhaps it was decided that consorts should
: only wear a crown at the coronation...
