An interesting idea. I don't think I had seen this image of Queen Josephine previously. Sometimes it can be really difficult to recognise jewels based on non-photographic images, yet in this one the necklace is pretty easy to pin down. But the tiara is more complicated. The sapphires are definitely an option. However, when I saw it I immediately thought of the pink topazes. I think it was the elements on top of the middle stone that instinctively made me think of that tiara:
The tiara as seen when worn later by Queen Sophia is of course much more elaborate, but so is the Sapphire tiara.
Seeing again the image you posted it also reminded me somewhat of a tiara seen worn by Queen Louise (especially the frame):
The grand jewels of Queen Josephine seem to be very flexible so it is difficult to be sure based on lithographs and paintings, but many are surprisingly accurate compared to «the real thing». I don’t know if that is true with this lithography. I have never seen it before, but I doubt that the tiara is generic.
I also thought about the frame of Queen Lovisa’s tiara. I have a lithography of Lovisa as Crown Princess wearing one of Josephine’s «missing» tiaras. It could indicate that the practice of the «pool of jewels» in the Bernadotte family goes generations back, but I am only speculating.
