I think it was costume jewellery - quite unusual for Queen Elizabeth II, even more in combination with genuine diamonds (earrings, necklace, bracelet). We can see on this picture that the brooch's "diamonds" do not sparkle like real diamonds, they are rather probably mere Swarowski crystals, strass or rhinestones.

If I remember correctly, Angela Kelly had written in one of her books that she occasionally (though not frequently) used costume jewellery to enhance the Queen's outfit. This was probably one of these occasions she refered to.

Yes - I must agree with Arthur.
The consensus at the time (and my continued belief) was that the diamanté pattern on HM's shoulder was in fact an appliqué used to cover-up the seam where the long chiffon draping of her dress was attached. It is not a conventional brooch.

This was not unheard of - as for example when HM wore an appliqué silver Harp on her dress for the state banquet to the Republic of Ireland.

Her Majesty did however receive a brooch from her Turkish hosts - a delicate tulip brooch which she wore on her pink coat during her visit (May 15, 2008).
