I'd prefer it if they kept the earrings and bracelet as they are and add a necklace, brooch and tiara to them in order to create a full set.

There should still be 5 diamond sunbursts from the top part of the Van Kempen tiara. They already were on a frame with 4 pearls. I think those pearls ended up in the Antique or Pavlovnik Pearl tiara. However they could be replaced by drop shaped turquoises and the central diamonds of the sunbursts could also become turquoises. That would make for a suitable historic piece to go with Beatrix' earrings and bracelet. A decent necklace of turquoise stones set in smaller diamonds isn't cheap but still within the financial reach of the family.
I would also love to see them add an amethyst and pink topaz set to their collection as well as a new smaller sapphire tiara so the necklace of Queen Emma can be restored to it's original shape.

I also love turquoises! I think there's also another frame that could be used to create a turquoise tiara. If they would acquire 5 large round turquoises ( no that expensive) that match his set and grab some small diamonds from the collection to create 5 clusters, then all that's needed is mounting them on the Pearl Button frame and voila!

As for the 'Emerald' tiara... They should finally remount the two oval clusters that were taken off and add two more smaller matching clusters and create a true emerald tiara. The current piece is neither here nor there....

I've been thinking that Queen Emma's diamond tiara has three central diamonds that at present can be replaced by rubies. I'd love to see them replaced by emeralds. I an ideal scenario the 5 stars that go with the tiara could get a small emerald as their centre. That would make for a very grand emerald tiara that could go with the necklace, stomacher, bracelets and earrings.

I like your thinking! Or use the large cabochon emerald and 6 more smaller oval shaped cabochon emeralds (they don't have to be highest quality but matching in colour and shape) to replace the pear shaped pearls on the Antique Pearl Tiara. That would be a whopper!
