Understanding the "Dual Criminality" Rule

I’ve been reading up on extradition law because of a situation a friend is facing, and I keep coming across the term "dual criminality." Does this mean that if something is a crime in a foreign country but not a crime here in the UK, they can’t extradite you? For example, if someone is accused of "insulting a state official" abroad, which obviously isn't a crime in London, are they safe? It seems like a very technical loophole, and I’m wondering how often it actually works in court to stop someone from being sent away.
