The Crazy Eight powers were given to them by another way different from the senior Zemo treatment, at that time Wonder Man's physique had been altered by the Nega-Bomb so he was kind of in a different state, then Wondy died in Force Works and later Wanda gets him back as a muscle and flesh guy ionically infused, supposedly getting him back to the way he was pre-nega-bomb but with the extra power of flight and the ionic glow.

Ultimately, all that is up to the writer. If the latest writer wants Wonder Man to be the bastard child of Mephisto with the power to teletransport from one dimension to the next, that's what his powerset will be.
