No, Queen Sofia's tiara cannot be changed to a smaller version. Its setting is actually particularly rigid, which tends to produce problems if it doesn't fit a certain head size (for example for Princess Birgitta at the CP's wedding), because due to the inflexibility its curve can't be adjusted.
