Thanks to Rascal from TRF (who btw. has been waiting for a long time now for a reply to his request for a RJWMB password...) bringing this question to my attention: The lady here is Caroline Palmstierna, the newest and youngest lady-in-waiting of Queen Silvia.
If you look back at similar photos from Nobel banquets in the past, you'll notice that her seat, behind the Queen to the left, is always taken by one of her ladies-in-waiting.
As for the Court Dress, it's usually worn by the ladies-in-waiting at gala dinners at Stockholm Palace or abroad which are hosted by the Royal Family. Host of the Nobel ceremony and dinner is of course the Swedish Nobel Academy.
