I have used various sources for posting about this Order in the past. Heres is one story from Royal Service, Volume II by James Risk, Henry Pownall, David Stanley, John Tamplin with Stanley Martin, Third Millenium Publishing in association with Victorian Publishing, 2001

" After 1880 there were no further changes in the arrangement of the Order during the rest of the reign. Nevertheless, an interesting idea did come up for discussion. In many foreign ladies' Orders the Badge was worn to a sash for the First Class decoration and suspended to a bow on the left shoulder for the Second Class. Of these the Russian Order of St Catherine was a striking example, and the Portuguese St Isabella another. Both of these distinctions the Queen herself had received almost fifty years before. Now Her Majesty became concerned that the First Class Victoria and Albert worn on the shoulder by the British princesses did not show up very well compared with the striking sashes of the Russian and Portuguese Orders. The idea of using a sash for the Family Order had a certain appeal. At this point the Prince of Wales was asked to look over the Rules and Regulations and give an opinion. On 19 February 1888 Sir Henry reported that the Prince 'didn't much like the idea of a Grand Cordon because the Order of Victoria and Albert as he saw it was unique in being the only (United Kingdom) Order worn on the shoulder'. The Queen was not particularly pleased with this reply and was disposed to argue the point. She had her way, and members of the First Class were allowed to wear the V.A. Badge from a sash two and one quarter inches in width on ceremonial occasions, and from a bow on lesser occasions. HRH the Duchess of Connaught wore her V.A. from a sash at the Coronation of King Edward VII, at the opening of the first Parliament of the Union of South Africa in 1910 and on other occasions in accordance with the Ninth of the Rules and Regulations of the Order. At the State Opening of Parliament in the United Kingdom on 14 February 1901, HRH Princess Louise, Duchess of Argyll, is recorded as wearing the Order from a sash. "
