I have always believed it had a cap in it, based on one of those photos that I had seen before. It makes sense, her husband wore a grand crown with a cap and so did she! Quite inventive of her, actually. I look at the tiara differently with the cap than without. It's more crown-like with the cap. Perhaps the future Princess Consort will restore the tiara to it's original shape (the 'bird cage') and wear the cap within for her husband's coronation.
