I did not recognise it either. I caught a glimpse of it in person today, as Leeds is my home city, thus I went out to stand in the crowds.
Although I failed to place it. I checked the lists I know of official gifts and wedding gifts to The Queen and other members of the royal family, yet no description matches, especially not one from the City of Leeds.
Although, it is of course possible that this brooch was a gift from the city of Leeds to The Queen at some point or another; perhaps her visit to the city in 1977. This is the most likely explanation, which explains why it hasn't been seen before now.
