I guess the base and Maltese crosses went to Maud, and the elements were left behind with the thought that they could either be broken down for diamonds, else worn as a necklace or mounted on a framework for a (in my opinion, unfortunate) tiara.
As for this photo, Princess Edward's coiffure is the primary culprit here. Her hairdresser could have do much to improve the situation by building a larger nest for the tiara to rest on. Even a small hairpiece could have helped conceal the framework. Clearly the framework was designed for voluminous 'tiara hair' so I wonder why the elements haven't been placed on a smaller frame to better suit HRH.
