Mine are maybe just suppositions, but let's suppose that the reason was that Queen Frederica left the tiara to Prince Pavlos in her will, provided that he did an equal marriage, meaning marrying a Princess.
After all, before her death Queen Frederica has witnessed the wedding of the then Crown Prince Harald of Norway and the King Carl XVI Gustaf to commoners, and I am sure she did not approve it. The question now is: why only in 2012 the Crown Princess of Greece was allowed to wear the tiara? Maybe this is the time it took to the lawyers to remove this clause and give the permission to take it out of the vault....... ........or, as I have already written in another entry, maybe the tiara had been secretely sold and, thanks to the Millers money, they were able to get it back.
Too detective story or fiction? We don't know.
