As I said before, I believe the most plauble theory is that this set belonged to a Swedish Royal at one point in the past, left the main line, and was bought back recently by the King for the royal collection and placed in the Bernadotte Foundation.
It has happened before (the ruby tiara, the large diamond earrings first worn by CP Victoria at her pre-wedding dinner, possibly Queen Sophia's pink tourmalines too), and it might have happened again here.

    : That's very exciting.
    :
: It's hard to believe a second tiara was
: rediscovered in the Palace's vaults.
    :
: If this is something new, any chance the
: King gave her daughter a tiara to celebrate
    : Princess Estelle's birth? I don't know
: Prince Daniel's family background but it
: doesn't seem reasonable he would buy her
: wife such an expensive jewel.

    : I'm afraid I don't think that this is a
    : possibility, Pedro.
: The motifs used, design and setting of the
: large cut steel tiara are entirely different
: from this set of tiara and haircomb.
: In strictly technical terms, the biggest
: difference is that the large tiara's setting
: is completely in gilded brass.

: Any chance that this tiara is part of the
: parure of the grandeur curt steel tiara
: rediscovered by Queen Silvia in the Royal
    : Palace in Stockholm?
    :
: I have the impression grand parure in the
: past had a grand tiara and a smaller
    : matching one.

    : thanks Boris and Maud....
    :
: the more and more I look at Victoria's
: tiara, I like it even more...the problem why
: it looked so strange from the front was the
: placement of the tiara on her head. In your
: screenshot Victoria tilts her head down and
: it shows this steel cut tiara in the
: position that should have been placed on her
: head...it looked right and showed more of
: the tiara...what do you think Boris ?
    :
: Its definitely an exciting new tiara,
: especially with that matching comb...

: Thank you very much. I think it is a

: tiara and Victoria looked lovely and regal
    : as always.
: In the end of this video you can see it

: As the threads are slipping down fast, I'm
: starting a new one on the 'new' tiara with
: this close up, with a Thank You to Salma.
: IMHO the intricate latticework is indeed cut
: steel, also the round 'stones' on top appear
    : to be faceted steel:
