No Henri, YOU don't understand, it's all a mishmash thàt's what it is!
Alexander wears decorations (models but nevertheless decorations), something a few years/decade ago was not done on black tie.
And then Margriet; she is wearing a grand-cross, a decoration only worn with full gala!
In the evening full-gala with decorations always means: Tiaras for the ladies...

Look at Luxemburg last weekend where the ladies did not even wear decorations but they still wore tiaras, because it was requested on the invitations: Tiara Recommendé .
That is all that there is to it: Clearity!
Nothing to do with black-tie or white tie, evening or broaddaylight...if and when the host dictates: Tiara Recommendé it's only good form to oblige.
For me it's very clear that the Queen (like in the Brazilian statevisit to our country) decided that she was to be the only one with a Tiara tonight and she must have asked her sister to refrain from wearing one.
Like with the Brazilian State-Visit she herself also decided on one of the modest pieces.
But I say it's a blooddy shame and the Dutch court is in my opinion certainly not what it used to be. I find it all rather chaotic and certainly not very consistent.

I think that Martina is right: we will see less and less tiaras in future and in 2 decades or so probarbly only on brides on their big day.

: No, you don't understand, it is the other way
: round: usually there are no diadems worn
: with black tie. It happens more and more,
: but in fact it is the Queen whom now decided
: to wear a diadem while Princess Margriet is
    : simply correctly dressed.
    :
: Look at all these second day events on state
: visits: almost always in black tie and no
: diadem. Remember the Grand Duchess once wore
: a diadem during a black tie banquet and
: found out she was the only one. She quickly
: removed the diadem... I believe it was for a
    : Swedish State Visit.
    :
: I think when the original date of this Visit
: was kept, in Amsterdam and with a full three
: day program, then it was in all tralala and
: with Maxima. This is just a shortened and
: more sober version of the originally delayed
: visit. For the rest all the ceremonials at
: the palace looked perfect as always, for so
: far to see on pics and the news.

: Oh Henri I now understand:
: Well the president wíll feel much better now
    : Margriet hasn't worn a tiara....poor
: President, imagine with his age and than
: having to cope with two tiaras at once!

: I'm on a smartphone now, so typing is not so
: easy, I'm sure Princess Margriet wore one of
: the links from the necklace of the Stuart
: parure as a broche. When I'm home I will try
: to find out. I'm not surprised by the low
: key because the whole visit, which has been
: delayed once, is adapyed to the poor health
: of the old and frail president. For an
: example: after the arrival ceremony on the
: inner cour at the backside of Noordeinde
: palace the president took a few hours of
    : rest until the banquet.
