The etiquette in Luxembourg was white tie, the dresscode was the same as used in 1962 for the Silver Wedding of Queen Juliana (also no decorations for ladies). Was the etiquette in black tie, then the chance of ladies to wear diadems was almost zero. In Luxembourg there was confusion as well: some ladies wore Orders (for an example Princess Sarvath of Jordan) and some ladies wore no diadems (for an example the Fürstin von and zu Liechtenstein). I think we simply look at the same thing from another perspective: this was in essence no diadem event but the Queen decided to wear (an almost invisible) one. The rest of the ladies remained diadem less. There is a pattern: Italy - no diadems except the Queen (black tie) Mali - no diadems (black tie) Ghana - diadems (white tie) Brazil - no diadems (black tie) Mozambique - no diadems (black tie) Germany - diadems (white tie) Russia - no diadems (suit) The exception on all ladies wearing diadems while in black tie was when President Bachelet of Chile made a State Visit. You must admit there is a pattern in diadems when there is white tie and in general no diadems when there is black tie.
