This is also in the wording of the Foundation which was set up by Queen Juliana: te bevorderen dat afstammelingen van Hare Majesteit Koningin Wilhelmina, Prinses van Oranje-Nassau bij de uitoefening van de koninklijke waardigheid de beschikking hebben over de daartoe nodige of gewenste roerende lichamelijke zaken. ("to encourage that descendants of Her Majesty Queen Wilhelmina, Princess of Orange-Nassau in the exercise of the royal dignity have access to therefore appropriate necessary or desired goods") Not only the Queen (descendant of Queen Wilhelmina), Princess Máxima (married to a descendant of Queen Wilhelmina) but also the Duchess of Parma (married to a descendant of Queen Wilhelmina) were very much "in the exercise of the royal dignity" during this grand wedding in the House of Nassau. But indeed, in the end it is the Queen, as executive of the Foundation, whom decides how far and in which manner this provision in the statutes of the Foundation will be interpreted. In general we can say that it is indeed always in the framework of exercising the royal function. Sometimes it is not clear, for an example Princess Mabel of Orange-Nassau wore the earhangers from the Emerald Parure during a fundraising diner to fight HIV/Aids. I am not sure if Princess Mabel was exercising the royal function in there, after all that diner was no royal or state event.
