Thanks for confirming this, Boffer! There is a description, perhaps in Marian Crawford's book, of fabric and lace covers used for carrying laundry to and from the royal ladies. This jewel tray is surely part of the equipment devised to keep things private, though I understand that transporting jewels would require security. I don't remember how long the covers have been used, but at least since Queen Mary's day.
