Queen Fabiola probably did not get access to the emerald necklace/tiara until either the death of king Leopold III in 1983 or that of his widow in 2002. By those dates Fabiola was no longer the glamorous queen of the 1960's but a lady who had developed a taste in jewels that were not that grand.

I want to stress again that there is no confirmed report that Fabiola has the necklace/tiara and maybe even the Stockholm bandeau as well. It is still only speculation based deduction. As it wasn't auctioned by Lilian's heirs it cannot have been part of her inheritance. The emerald necklace/tiara, the Stockholm bandeau and the large emerald brooch with pendant from the Countess of Flanders were clearly in her jewelrybox. Lilian did not auction them so they must have been inherited by the children of Leopold III and his first wife Astrid. The Belgian jewels of the oldest child Josephine Charlotte were intended to be auctioned after her death and non of these pieces was part of the auction lots so JC did not inherit them. That leaves her brothers. As Queen Paola, her daughter and daughters-in-law have not appeared in them while they have been seen in new pieces it is the likiest scenario they were inherited by Boudewijn who gave them to his wife. Fabiola has only worn her aquamarines since her husband's death. I do think it is right of her to keep them. She will leave them to the Belgian crown so Mathilde as queen will have plenty of jewels.

The Diamond tiara of Queen Astrid with the Wolfers necklace/tiara and the big diamond brooch and the bracelet of Fabiola makes for a good Diamond set.

The Spanish weddinggift tiara can be worn with the green (emerald?) stones, the emerald necklace/tiara, the emerald pendant earrings of Lilian and the big emerald brooch of the Countess of Flanders making a set that rivals the large emerald set of any other Royal dynasty in Europe.

The Spanish weddinggift tiara with the aquamarines of Queen Fabiolia makes a stunning fourth set.

It would leave Mathilde's tiara for the young Duchess of Brabant or potentially her grandmother Paola might decide to leave her art deco bandeau of Queen Elisabeth to princess Elisabeth.
