It will be so to offset the weight?. Sometimes I would imagine small weights tucked in the men pockets as an offset or swing of the jacket lest hang over more of one of their sides...
The star that the Prince wore in the right side of his jacket is the plaque of "Grand officier" of the "L'Ordre National de La Légion d'Honneur" (France) which, by the way, is the right side that they must be used, the strangeness is that he received the next higher degree of this order, namely the "Grand-croix" (golden plaque, left chest of the wearer).
