I think the blue spots are just artistic license - depicting the reflective nature of the diamonds, tying in with the blue dress and the sapphire necklace. It is the Nizam tiara as we know it, with diamond roses, one has to remember that artists usually don't pay the closest of attention to jewels - and they like to add various blobs of colour unnecessarily. --Previous Message-- : : OK.
