We don't have alll the facts, no but both Queen Emma and Wilhelmina personally owned their jewels and thus were able to give or beqeath some of them to their grandchildren. Wilhelmina gave Juliana many of her jewels on loan after her abdication but they were legally still her personal property. Most if not all historic jewels were placed in a foundation from the 60's onward and from then on shared but we all saw there were some pieces reserved exclusively for the Queen. In the 1980's the new Queen had access to all the historic jewels in the foundation but decided not to wear the most important Parure for whatever reason and she never went back on that decision but I sincerely doubt she wanted to reservethe most important Parure for her succesor's wife.
In my opinion Queen Beatrix never wanted to be a glittering Queen. She did show off some big jewels a few times but mostly stuck to her golden oldies. And in any case her 80's and 90's outfits were more than enough to attract attention and blinking eyes so no need to top that up with the dazzling Stuart Diamond. Only in recent years did Queen Beatrix step out of her comfort zone and wonder off or back to the vault to try different pieces except, the Stuart Parure...
